Freedom of expression is to the propaganda of human rights what the right to life is to the realisation of all legally protected subjective guarantees. Freedom of expression is a principle of structural value and is intrinsically linked to the construction of democratic societies and, ultimately, to human development.
The quandary is pretty plain: What other guarantee of good governance could there be than freedom of expression?
However, freedom of expression confined to journalistic independence would be a sterile minimalism. This is because the painter, the musician, the novelist and their colleagues are also members of the immense consortium of holders of freedom of expression in its accomplished version.
